Ah I didn't realise you had
plesk 
If you're able to maintain the server yourself, then
plesk isn't really needed. You can just change the default IIS port from 80 to 800 or similar. This will allow Tomcat to run on port 80 then.
I'd not remove or disable
plesk, it's a handy app to have.
